Parks run by Seoul City are no-smoking, including Namsan Park, Seoul Forest and Yeouido Park. Districts add more streets and areas over time, so check the signs.
How the fine works
- AMOUNTUp to ₩100,000
Korea's health promotion law allows a fine of up to ₩100,000 for smoking in a no-smoking zone. Seoul's city ordinance sets ₩100,000 for zones the city designates; some district-designated outdoor zones are ₩50,000.
- VAPESE-cigarettes count
Since April 24, 2026, nicotine liquid e-cigarettes (including synthetic nicotine) count as tobacco under Korean law, so the same no-smoking rules apply.
- SIGNSFollow the signs on site
No-smoking zones are marked with signs. Rules and zones can change, so the signs on site are what counts.
Where you can smoke
- SIGNLook for 흡연구역 (smoking area)
Smoke only where a sign or booth says 흡연구역. Seoul City prefers fewer smoking facilities, so find the booth before you light up.
